DEVELOPMENT OF THE CONCEPT OF MARITIME SECURITY FROM A PERSPECTIVE OF IMO

兼原研究主幹は、2026年9月21日に、アテネで開催されたThe 49th Annual Conference on Oceans Law & Policy (COLP49), “Maritime Security in the Mediterranean Sea & Beyond - Panel IIIA: Maritime Security and the IMO” において、DEVELOPMENT OF THE CONCEPT OF MARITIME SECURITY FROM A PERSPECTIVE OF IMOと題する報告を行いました。

「（海洋の）安全保障」が、国際社会においても国内社会においても、広くとらえられる傾向と、日本の実践を確認した上で、それが生み出すメリットと、課題を検討しました。

メリットとしては、広くとらえた安全保障概念のもとで、多様な危険を認識し、それに備えることの意義はあります。しかし、次の課題が生じます。

広くとらえた安全保障概念は、伝統的な安全保障概念が想定する、軍事的安全保障に限らず、経済・エネルギー・食料に係る安全保障というように、多様な利益を含意します。そこで、複数の利益が相互に対立する場合、複数の利益を実現する措置が抵触する場合に、どのように対処するかという課題が生じます。

国際的にも国内的にも、多様な利益の間で、優先順位を決定し、措置をとるための、統合的判断が不可欠です。

兼原主幹は、国連IMOの関連機関International Maritime Law Instituteの理事を務めているため、安全保障の実現に向けて、IMOが果たす機能についても論じました。
