化石燃料を途上国から奪うな
先進国は、脱炭素のためとして、途上国における化石燃料事業に対する、各国政府および国際機関による投融資を禁止しています。
しかしこれは、途上国の経済開発の機会を奪うことになっています。そして先進国自らは化石燃料を利用しつつ、途上国における化石燃料利用を制限することは、偽善的でもあります。
インド出身で現在は米国ブレークスルー研究所に所属するヴィジャヤ・ラマチャンドラン氏に、杉山大志研究主幹がお話を伺います。
講演に続く質疑応答では、以下のお話がありました。
１）ラマチャンドラン氏はインドで育ち電気が無い暮らしを知っている。
２）ラマチャンドラン氏の主張に対して、途上国では強く同意する人が多い。
３）先進国側の政策変更はまだ無いが、一部、世銀でモザンビークのガス事業支援など、変化の兆しがある。
４）ラマチャンドラン氏の主張に対して、先進国では、同意する人もいるが、途上国の豊かさを抑制する「マルサス的」な人もあり、反応が二分される。
５）インドでは石炭収入は教育目的などに利用されており、石炭利用の削減は社会問題になり、容易ではない。
６）先進国が投融資をしないために、アフリカ諸国は中国やロシアを頼るようになっている。これは好ましい事態か、先進国はよく考えるべきだ。

Vijaya Ramachandran is the director for energy and development at the Breakthrough Institute. Her research focuses on climate and energy, mostly in Sub-Saharan Africa. Her work focuses on access to energy in poor countries, multilateral finance, and climate adaptation in poor countries. She has three decades of experience in public policy and academia, serving on the faculty of Duke University and Georgetown University, as well as working at the World Bank, the Executive Office of the Secretary-General of the United Nations, and the Center for Global Development. Vijaya is on the board of the Energy for Growth Hub, an advisor to the Innovation Commission for Climate Change, Agriculture and Food Security, and a member of the expert advisory panel for The Earthshot Prize. Her work has been published in Foreign Policy, Nature, World Development, and other journals, and cited by over fifty media outlets including the Economist, the Financial Times, National Public Radio, and the Guardian. Vijaya has a PhD in Business Economics from Harvard University.
